needsChalkRuntime

Whether a compiled value holds anything only the runtime can decide, at any depth: a condition, an application, a #self reading — any tree the compiler did not already finish. A known expr value (D68) arrives as a tree of one leaf and needs nothing. What a surface asks of its node before it draws, so a reader page fetches the compiler only when something on it needs one.
