evaluateChalkPayload

Evaluate a whole payload to whatever the compiler gives: a number, a boolean, text, a list (a mark's colours, one per item), a record, null for an application that chose no value, or { apply } for one the host finishes (D69).

Arithmetic on single numbers is computed here; everything else is handed to the compiler's own evaluate, so = and -> mean the same at render as they did at compile. A reading the scope lacks is an error there (D66), and undefined here — as it is while the runtime has not been installed.
